11-07-2015 PROCEEDINGS OF THE MEETING OF MAA BUDHI THAKURANI DEVELOPMENT BOARD HELD IN THE CONFERENCE HALL OF OFFICE OF THE SUB-COLLECTOR, BERHAMPUR ON 10.07.2015 AT 12 NOON. Sub-Collector, Berhampur and Chairman BhudiThakurani Development Board chaired a meeting of the Board in the conference Hall of Office of the Sub-Collector, Berhampur on 10.07.2015 at 12.00 noon. The list of the participants is given at Annexure-I. At the outset the Chairman welcomed all the functionaries and members of the Board and set the motion for discusion on matters as per the agenda. Following brief deliberations of Sri BiswanathPattnaik, Secretary and Sri Manoj Kumar Dash, Advisor the points were discussed and the decisions there on taken as below:; 1. Works Undertaken by State Archaeological Department. Sri Krushna Ch. Nisank, Retired Ast. Director, Culture and Convenorof the Board informed that Rs.10.00 L has been spent by the State Archaeological Department on construction of the rear boundary of the Temple and some other works not of Archaeological choracteristics. 2.Proposal of O.T.D.C. on Infrastructure Development. It was intimated by the Tourist Officer that approximately Rs.114.00 L has been placed with the O.T.D.C. to develop 9 basic infrastructures. The plan and estimate is reportedly submitted without any knowledge either of the Board or the Tourist Officer. Issues such as security, cleaning, prasad distribution, arch construction were suggested to be additionally covered in this scheme. 3.Widening of Diamond Tank / Temple RThe Tahasildar, Berhampur was detailed to conduct an exercise on the status of encroachment on both the sides of the road.Location of arch gates was decided to be suggested for finalization in the next meeting of the Board.The Convenor / Treasurer are to place details of funds allotted for the purpose. Reportedly Rs. 3.00 L by the O.T.D.C. and Rs. 30.00 Lby the Board has been provided for separately. An unified approach is to be put in place. 4.Identification of Temple land and eviction of encroachment. The priests led by Sri Bhagirathi Gantayat, who is the custodian of land records pertaining to the Temple, is to produce the same before the Tahasildar, Berhampur for inventory of land belonging to the Deity. At the same time, status of land records in Bhulekh data and that of encroachment in and around Temple premises are to be ascertained. 5.Conduct of SankrantiUtsab and Nabaratra Puja A decision on the same shall be taken after discussion with the stake holders. 6.Coordination among the Priest and Temple Management Though the Hon’ble High Court, Odisha for their order dated.24/11/2011 in W.P.(C) No. 32332 have required the Board not to interfere with the rituals, in view of the nagging conflict between the groups of the priests, often leading to law and order situation, efforts are required tobe made to codify rituals, in coordination with conflicting groups of priests. 7.Management of Hundi. Two Hundis one operated as of now, one by a group of priests and the other jointly by the Vice-Chairman and the Treasurer. As the resources generated from suchHundis appear abnormally low, it’s monitoring by a transparent mechanism has become essential. Close circuit cemeras, are to be installed and accountsmanaged transparently and professionally. 8.inancial Status of the Board Two accounts in HDFC Bank and Bank of Baroda respectively are being operated with combined deposit of a little over Rs.11.00 K. Fiscal discipline is to be enforced to ensure that enough resourses is generated and deposited in one account with an objective to activate development activities. 9.Redress of legal issues Sri Bijaya KumarPattnaik, Learned Advocate was entrusted to analyse legal dimensions of court cases involving the Deity and put up response of the Board. The meeting is presided by the Sub-Collector, Berhampur, Members present in the meeting is Annexed-A. At the out set Sub-Collector welcomed all the members. Proceeding of last meeting was read over by the Secretary, BTDB, Which is confirmed. Sub-Collector revealed that some of the Sevayats along with their Advocate have given a memorandum to incorporate at least 5 Sevayats in the BTDB. After due discussion, it is unanimously declared that they will be incorporated and the should submit the list of 5 members within a week and they will be given due weight age. It is also decided that BTDB will accept gifts and other articles in shape of donation from interested charitable organizations and receipt will be granted to them and proper entry will be made in the stock register. It is also decided to have a office inside the temple premises. The room which has been occupied by BTDB will be renovated and Tahasildar-cum-vice-chairman will supervise the renovation of the office. In this regard, the Mayor BMC, Berhampur and Hon’ble MLA, Berhampur will be requested to give some financial assistance. The office will also be used by the Sebayats at the time of their needs too. It is unanimously decided to generate funds from the Public by way of donation and for that printed and certified receipt Books will be issued and the money collected through these receipts will be deposited in BTDB Bank Account ( Bank Of Baroda, Main Branch, Berhampur ). After adequate funds generation, the payments due are to be made in shape of Cheque being duly signed by Chairman and Treasurer jointly. It is decided that the details of collection and payment shall appear in official web site. Secretary revealed that payments are to be made are as follows- Tent Charge-Rs.25,000/- , 2. Light charges – Rs. 21,000/- , 3. Puja charges – Rs. 44,000/- , 4. Security charges – Rs. 5,000/- which has spent during the Nabaratra Puja. It is also decided to make payment accordingly. The Tahasildar-cum-Vice-Chairman, BTDB assured to demarcate land of the temple and also assured to depute one R.I. for inspection and demarcation. He also assured to evict the encroachment if it is found during the inspection of his field staff. For this all the Sebayats and the members will appeal for voluntary support for such eviction in the larger interest of the temple. It is also decided to collect entry fees @ Rs. 1/- ( Rupees One ) only from each devotee and the amount so collected through the printed coupons will be monitored by the security guards and the daily collection will be handed over to the Secretary and the same will be deposited in the Bank Account and accordingly this will be reflected cash book. It is also decided to perform Sankranti Ustava in the evening of each Sankranti day every month near temple premises by installing a temporary stage and Bhajans will be displayed without fail. It is also decided to conduct the monthly meeting of BTDB openly on this stage in the evening in all the Sankranti days so that there should not be any suspicion in the minds of the Sevayats or the public regarding the activities of BTDB. It is decided to install a full proof HUNDI inside the Temple premises. It is also decided that the custodian of HUNDI will be Tahasildar –cum-Vice-chairman of BTDB. Keys of the said HUNDI will be with the Tahasildar and the Secretary jointly and the amount so collected through HUNDI will be counted once in a month on the Sankranti days and the amount so collected through HUNDI will also be deposited in the Bank account after proper entry in the register. It is decided to sale Prasad in shape of good quality of LADU, which will be made available with the cost of each LADU, it is decided to invite tender. It is also decided to request the local channel and Media people to give wide publicity in order to generate funds for the Development of MAA BUDHI THAKURANI TEMPLE. It is also decided that the outer premises will be properly developed in a planned manner and shopping complex will be developed as per the temple shop and in this respect the adjacent shop keepers are requested to cooperate so that these can be relocated by inviting application and allotting the same by way of lottery. ERRECTION OF HOLY MAST FOR BIENNIAL BUDHI THAKURANI YATRA

2015-03-10 BEREHAMPUR:With the finalisation of the much awaited biennial yatra of Budhi Thakurani,presiding deity of Silk City, preparation for the4 date of errection of holymast has been finalised on 12th Ma 2015. After rituals P.Druga Prasad Desibehera,the heriditary organiser of the yatra urged the priest t5o finalise the date.After erection ceremony, the date for the yatra and duration would be finalised, which will be placed before Ganjam district Collector for approval.

PROCEEDING OF THE MEETING HELD IN THE OFFICE CHAMBER OF THE SUB COLLECTOR, BERHAMPUR TO SORT OUT THE MISUNDERSTANDING BETWEEN THE SEBAYATS OF MAA BUDHI THAKURANI TEMPLE AND THE NEWLY CONSTITUTED BUDHI THAKURANI DEVELOPMENT BOARD The meeting is conducted in the office Chamber of the Sub-Collector,Berhampur at 4.30 PM on 16th October ,2011 to sort out the misunderstanding between the Sebayats of Maa Budhi Thakurani Temple and Budhi Thakurani Development Board. The meeting was presided over by the Sub-Collector, The members present in the meeting is Annexed – A. Initiating the discussions the Sub-Collector,Berhampur welcomed all the members and he wanted to know whether the Sebayats have got the confidence on him or not to sort out the misunderstanding for the fact that sub-collector himself is the President of the newly constituted Budhi Thakurani Development Board. On this the learned advocate for the Sebayats,Sri S.Ram Kumar revealed that he has full confidence on the Sub-Collector and even if the Sub-Collector is the President of the Budhi Thakurani Development Board, he will take judicious decision on the issues and apprehensions of the Sebayats in the larger interest of the Sebayats of the temple. The learned Advocate for Sebayats revealed as below. 1.The Sebayats be involved in the General Body and Executive Body of Budhi Thakurani Development Board. 2.The livelihood of the Sebayats should not be affected by the actions of BTDB. 3.There should not be any compromise on the day to day rituals of the Temple. 4.The modalities of the puja,duty days and time schedule of the Sebayats etc to be streamlined 5.Decision of the animal sacrifice in the Temple. 1. After elaborate discussions on the above points, it is resolved that five representative of the successors of five hereditary families i.e,(Damodar Gantayat,Laxman Gantayat,Govinda Gantayat,Maguni Gantayat and Kampa Gantayat) will be incorporated in the General Body and one amongst these five representative will also The learned Advocate for Sebayats is requested to finalise the list and submit the same to the Sub-Collector at the earlies so that necessary action will be taken to incorporate them in the General Body as well as Executive Body of the Development Board. 2. It is also decided that one of the rooms inside the temple will be developed and used for functioning of the Development Board Office and the sebayats can also utilized the same, if required. Sub-Collector revealed that there should be proper coordination between the Sebayats and the Executive Body members to sort out differences, it is revealed that BTDB have nothing to do with livelihood of the Sebayats and once the temple is developed they will better placed. 3. Sub-Coillector made it clear to all the members present that from the inception it has been highlighted that there will no interference from the BTDB on the day to day rituals/Puja, etc made by the Sebayats. Besides, the scheduled days and time of Pujas to be made by the Sebayats are to be decided by Sebayats themselves and a copy of the same be given to BTDB so that this will be displayed for the general information of the public. 4. It is also resolved that there will be no compromise on the day to day rituals (Nitikanti) etc and in case of any deviation it will be brought to the notice of the representatives of the Sebayats as well as the Executive Body Members of the Development Board in future. 5 It is also resolved that in view of the ban imposed and as per the Hon’ble Supreme Court of India and Hon’ble High Court, Odisha animal sacrifice inside the temple has been prohibited and both the sebayats and other members present are impressed upon to ensure that the instructions given by the administration and the law of the land will be duly abided by. He appraised the members present in the meeting that newly constituted Development Board has the aim for all-round development of Maa Budhi Thakurani Temple, which has his its own history of its own not only for Berhampur Town but also for the near-by / adjacent areas. He appraised the members present that Maa Budhi Thakurani Development Board has been newly registered vide Registration No.G.J.M.No.8178-6/2010-11. He appealed all the members participating in the meeting to give their valuable suggestion and requested their active support to strengthen the Development Board and wished that with the co-operation of every body the long standing desire of the natives of Old Berhampur who have been striving that the temple can become a model can very well be materialized. He also revealed that Sri Sudhansu Sekhar Panda, the senior most Advocate of Berhampur and Ex-President of Berhampur Bar Association had gone to RDC (SD), Berhampur last month for constitution of a Development Board and as per the kind instructions of the RDC (SD), such a Board has been formed. He informed that R.D.C.(SD) has categorically instructed that the first meeting be concerned inside the temple premises and the views and opinion / suggestions given by the members will be documented and placed before the RDC(SD) as well as Collector for their kind perusal and instructions there of for necessary follow up action. Sri. Sudhansu Sekhar Panda, welcomed to all the members present and narrated the example that after constitution of Tara Tarini Development Board with the involvement of RDC (SD) and other Govt. servants and reputed people of Ganjam, improvement of Tara Tarini Temple has become eye catching and similarly the newly constituted Maa Budhi Thakurani Development Board has been formed with the same aim that it will bring substantial improvement of Maa Budhi Thakurani Temple. He stated that since last 50 years there is absolutely no major development and improvement either of the temple or of the periphery of the Temple. He also revealed that the Development Board will never interfere with the traditional rituals of the deity and the day to day puja activities of the Sevayats. The motto of the development board is to strive for the outer development of the temple only and he appealed for co-operartion of the every body to make it an ideal place of worship. Dr. R.C.C.Pattnaik, Hon’ble M.L.A. Berhampur revealed that because of the grace of Budhi Thakurani he is representating of Berhampur A/C Constituency for four consecutive times. He expressed that there has been no substantial improvement of the temple over the years and every body of Berhampur should come forward and the initiation taken by the administration for constitution of development board will definitely have a lasting effect. He desired for co-operation of every body. He revealed that proper sanitation and systematic planning are to be done. He also revealed that he will also try to mobiles the funds of other M.L.As and M.Ps. of Ganjam District so that substantial amount can be generated and a master plan can be prepared so that the development work can be taken up in a planned manner. Smt. Jyoti Subudhi, Corporator of BMC expressed her gratitude and thanked the members for constituting Development Board. She expressed her special gratitude to the President and Secretary. She hold that being the local corporator such type of meeting which was her dream. She reveled that by utilizing the M.L.A. (LAD) funds of Hon’ble sitting MLA of Berhampur Assembly Constituency, the existing store room and the Mandap have been constructed and she desired that the development board will expedite further improvement work in a planned manner. Sri Siba Sankar Das, Mayor, BMC congratulated the members of the development board and he assured that there wills always be a helping hand of BMC to see that the development of the surrounding of temple is made in a war footing. He desired the “Nitikanti” of the temple should not be disturbed. He also announced to donate 2 no.of floury light to be affixed inside the temple premises in the larger interest of the temple and the devotees. Sri Sarat Chandra Mohapatro, S.D.P.O., Berhampur expressed his happiness that such type of an initiative has been taken and he give an example that with the initiation of late Sadananda Panigrahi substantial progress was made for Bhairabi Temple over the years whereas the Maa Budhi Thakurani temple is remaining as it is. He revealed that the condition of Budhi Thakurani Temple remains the same what he had seen at the time of his joining at Berhampur some 20 years back. He desired that systematic planning should be made and he expressed that assured income for the temple can be generated by the involvement of the people of Berhampur, who are quite generous to donate for such types of works. Proper co-ordination will give substantial result. Sri V. Santosh Kumar, Secretary Ganjam District Hotel Association revealed that recently a web site of Maa Budhi Thakurani Development Temple has been launched and in the meanwhile many people have come forward to donate for which a Savings Bank Account should be opened and he viewed that income tax exemption may be applied U/s 80G. Besides, he revealed that on Tuesdays, Saturdays and Sankranti days, there is huge congregation of the devotees for which proper regulation of traffic for the devotees is required and for this entry fees to this temple should be made to generate funds for the development. He also desired that day to day management committee should be formed so that the day to day problems / matters of the temple can be looked into on every day basis. Sri. Siba Prasad Mishra, President, Ganjam Zilla Bikas Manch welcomed all the participants and praised the initiation of the development board and he revealed that he along with all the members of his manch will give all support and assistance for the development of the temple. He suggested that Prasad may be prepared so that some improvement can be done and the devotees can be attracted. Sri S. Nageswar Prusty, Joint Secretary, BTDB welcomed the formation of the development board and he desired that sanitation inside and out side the temple should be improved. He suggested that there should be traffic regulation on Tuesdays, Saturdays and Sankranti days, when the devotees in large numbers used to come. He also wanted that one or two private security guards may be kept outside the temple gate during these days. There should also be proper parking space for the general public and the devotees. Sri Rajesh Mohan Pattnaik, Legal Advisor suggested that at the initial stage 50 to 100 packets of good quality of Prasad can be prepared and that can be sold at a reasonable price to generate funds for the development board. Sri Ranjit Patro, President, Ganjam & Phulbani Chemist and Druggist Association welcomed the formation of the development board and he desired that proper demarcation of the land of Budhi Thakurani should be made so that there should not be any litigation in future. He also suggested that the development board meeting should be conducted every month. Sri Sanat Panda, S.TV Reporter suggested that most of people coming from out side and also from Berhampur Town are quite ignorant about the location of Maa Budhi Thakurani Temple. To over come this problem there should be proper signage / way marks on the road leading to the temple for displaying the location of the Maa Budhi Thakurani Temple so that there should not be any confusion. He also suggested entry ticket with a denomination of Rs.1/ per head. He also suggested too a master plan to be prepared so that the development board can take up follow up action. Sri Surjit Panda, Reporter Kamyab TV welcomed the initiation of the Sub-Collector and other respectable persons of the locality for formation of the development board. He suggested that the entry gate of the temple should be beautified. Besides, there should be separate passage for men and women. Dr. Kiran Panigrahi suggested that shops which are existing out side the temple should be developed / renovated in such a systematic manner that the temple can have its own sanctity. Sri V. Ram Patro, Snake Help line suggested that proper architectural view of the temple should be done. The sanitation aspect should be looked in to in view of the congregation of large number of devotees at the time of Jatra and other occasions of Maa Budhi Thakurani. Sri Girija Das, the Sebayat of Maa Budhi Thakurani desired that massage should spread that the development board has been formed so that the devotees will come forward to donate and this will strengthen the development board. Most of the Sebayats also participated in the meeting. The oldest sebayat, Sri Bhagaban Gantayat revealed that such an initiation should have been taken much before and on hearing about the suggestions made by others and with the formation of development board substantial improvement can be done and he desired the co-opeation of every body. He revealed that the deity has no property of her own and the Sebayats used to bring their own puja samagri and other required materials for the deity and he wished that with the involvement of the officials and unofficial members in the development board substantial improvement of the temple can be achieved and the property of the temple can be increased. Other sebayats also agreed to the contention of Sri Gantayat and expressed their happiness for the initiation of improvement of the temple. Sri Manoj Kanta Das, Editor Odisha Barta revealed that on his personal initiation one website has been opened and it was launched by Sri V.K.Pandian, IAS, Ex-Collector prior to the last Budhi Thakurani Jatra. He informed that by opening this website of Budhi Thakurani with wide spread massage, many responses are coming. Many of the persons from our state and out side of the state and also outside the country are sending their feed back and accordingly replies are being transmitted. He informed that many persons have expressed their desire for donation and the fund can be kept in the development board account for which a new account should be opened which will be operated by President and Secretary of the development board jointly. He suggested that expenditure should be made in transparent manner. He also agreed upon with the suggestion of the SDPO that Utkal Cinema Chaka should be renamed after Maa Budhi Thakurani and there should be proper marking of the way of Budhi Thakurani Temple and this can be resolved by BMC. He also desired that during the Jatra time a lot of hardships are faced by the devotees and persons who are coming, for which proper parking space should be identified and developed. He also revealed that at Berhampur Railway Station there should be a display board highlighting on Budhi Thakurani and the newly constituted Development Board for the general information of the public. Sri Sudhansu Sekhar Panda, Advocate delivered the vote of thanks and appealed for cooperation of all the members present and desired for the generous helping hands of each and every person so that substantial improvement of Maa Budhi Thakurani temple can be done and some other temple related works can be expedited. The meeting ended with vote of thanks to every body with a prayer to get the blessing of Budhi Thakurani followed with the darshan and parikrama of the temple.
